He is upset because he sees Romeo at his party and their families do not like each other. Capulet tells him not to fight tonight.
Why is tybalt dangerous? Juliet refuses to marry Paris because she is already married to Romeo, which she can't tell her mother. Romeo does not want to fight Tybalt because he has just married Tybalt's cousin Juliet. So this means they are related and Romeo does not want to harm him. Also to start a fight with a Capulet because Romeo is a Montague would have Romeo banished.
Romeo does not want to be banished or upset his wife, Juliet, by killing her cousin. Mercutio is upset because he feels that Romeo accepting everything and not fighting for the Montagues. Romeo stops Mercutio and Tybalt from fighting.
Lord Capulet believes that Juliet is very upset over the death of her cousin Tybalt and decides to cheer her up by marrying her. However, this just upsets her more because Juliet was actually upset that Romeo had been banished. Now, she'll never see the person she loves and instead has to marry somebody else.

He is also particularly upset by the fact that in all likelihood he knows that something is going on between Romeo and Juliet though he is unaware that, by the time the fight with Mercutio comes about, Romeo and Juliet are married.
